Halter tops and padded bras but I would not worry too much your boobs dont stop growing until your around 25-28. And if you grow too big you will hate when everything starts falling down south.

If you are honestly that self conscious about it, get a push up bra. But if it doesn't fit or look right, forget it.
It usually takes a long time for girls to fully grow, so just be patient.

first of all, ur body isn't gonna stop growing, even if ur height does.....don't worry so much about ur appearance. although appearance is important in the media, it's defintly not everything!!! but, if u want ur chest to look bigger, don't wear low cut tops or tops with lots of patterns......i think solid tops would look more flattering, and would make ur chest look, well, not so flat......but don't worry about it so much........if it helps, is ur mom a size 32A? prolly not, u'll prolly end up with close to the same size as her....well, u know.......yeah, kinda awkward, but it's usually true.......
I am also a teenage girl. It just takes time. Some grow faster than others but you will get there. Just be Patient.
